Smart Album conditions priority and order

Could we have conditions priority and way to change conditions order (drag to reorder) after conditions have been created.

Example, if i create two conditions:
1. Exclude all files from folder /mypics
2. Include one file from folder /mypics

This should not work show anything as 1st conditionvalready rulled that no files from this folder should show.

If i create two conditions:
1. Include one file from folder /mypics
2. Exclude all files from folder /mypics

This should work and show one file from folder because condition 1. its higher priority than condition 2.
